Mr. LaFrance is licensed in both Massachusetts (as a Master Lead Inspector and Risk Assessor) and Rhode Island (as an Environmental Lead Inspector). He is also an EPA Risk Assessor and will soon be licensed in Louisiana. He has personally conducted over 10,000 lead paint inspections, risk assessments and environmental surveys in New England, and has conducted numerous classroom presentations for local training providers, including one of the first RI Environmental Lead Inspector trainings. Mr. LaFrance has provided consulting services for such diverse clients as the Army Corps of Engineers for the Presido complex in San Francisco, to expert field inspection services and regulatory advisors for lead paint defense litigation cases, including the recent landmark case in Rhode Island. Mr. LaFrance was the primary Risk Assessor in Massachusetts and Rhode Island for HUD’s Real Estate Assessment Center’s project to evaluate the lead hazards in federally subsidized housing. At over $120 million it was HUD’s largest lead paint inspection program ever initiated.
